If a Queue Manager in Windows MQ is not being started automatically , then you can use the following Steps :
1- Call “Regedit” from Command Line
2- Find the following Registry Key :
HKEY_LOCAL_MACHINE\SOFTWARE\IBM\MQSeries\CurrentVersion\Configuration\QueueManager\your QueueMgr\InstanceData
3. Change the StartUp Value “1″
Then restart IBM MQ Service
